MESSAGE FOR REFLECTION

Continuation from the previous issue…
HOW DID THE FATHER SEND HIS SON?
Joh 10:36  do you say of him whom the Father consecrated and sent into the world,

The Father consecrated His Son and sent Him. Jesus is also consecrating you and sending you into this world. This consecration is above all the ordination, anointing done in all the Churches in the world. I personally received this consecration one day in my room during my personal prayer. (Narrate the experience) Everybody should receive the consecration. Yearn for it. You will get it.Why do we need this consecration.?

a.To empower us to withstand any persecution, opposition that comes against the Word of God. Paul narrates the sufferings he endured for the sake of Jesus Christ.

2Co 11:24-33  Five times I received at the hands of the Jews the forty lashes less one. Three times I was beaten with rods. Once I was stoned. Three times I was shipwrecked; a night and a day I was adrift at sea;   on frequent journeys, in danger from rivers, danger from robbers, danger from my own people, danger from Gentiles, danger in the city, danger in the wilderness, danger at sea, danger from false brothers;   in toil and hardship, through many a sleepless night, in hunger and thirst, often without food, in cold and exposure.   And, apart from other things, there is the daily pressure on me of my anxiety for all the churches.   Who is weak, and I am not weak? Who is made to fall, and I am not indignant?  If I must boast, I will boast of the things that show my weakness.  The God and Father of the Lord Jesus, he who is blessed forever, knows that I am not lying.   At Damascus, the governor under King Aretas was guarding the city of Damascus in order to seize me,   but I was let down in a basket through a window in the wall and escaped his hands. 

b.This consecration teaches us everything.

1Jn 2:27  But the anointing that you received from him abides in you, and you have no need that anyone should teach you. But as his anointing teaches you about everything, and is true, and is no lie—just as it has taught you, abide in him. 

You will not have to go to anyone for consultation. Even if you go, the final word will come from the Lord.  In the month of January 2025, I received a few messages “Sr. Angelica is dead” or “going to die”.

I underwent the pain of death for almost 2 months. It was not like the fear which a dying man (in the world) undergoes. The root of my fear was if I have completed my work on earth or not, whether I have left anything which is written in my book of  destiny  incomplete or undone on earth, if satan has got permission to terminate my life before the destined time etc.

Finally, I came to realize certain truths by undergoing this pain. Now I am ready anytime to go to my Jesus. I don’t worry about where I die, how I die, etc.

11.To turn everyone from their wickedness
Act 3:26 God, having raised up his servant, sent him to you first, to bless you by turning every one of you from your wickedness.”
12.Giving a commandment – what to say and what to speak
Joh 12:49 For I have not spoken on my own authority, but the Father who sent me has himself given me a commandment—what to say and what to speak.
13.Keeping the word in His mouth
Joh 14:24 ………. And the word that you hear is not mine but the Father's who sent me.

“24 HOURS WORSHIP OFFLINE”

In 2010 the Lord asked Sr. Angelica of AOJ a question,

“Is there any place in the world where they worship me 24 hours”?

In her knowledge there was no one. She asked other Pastors and heads of the Church. They also did not have any knowledge except the IHOP (International House of Prayer) in Kansas City. When she checked it was a Centre where not only worship but, counselling, healing, preaching and some other ministries were also conducted. The Lord added, “When 24 Hours worship goes from the earth to heaven, it goes as a pleasant aroma in the presence of God. The Lord will accept it as Noah’s sacrifice and bless the earth. It will bring blessings to the whole earth.”

AOJ was asked to start 24 hours chain prayer centres in 5 places in India, in five major cities. In 10 days time the Lord enabled AOJ to materialize it.  Prayer Centres were opened in Delhi, Mumbai, Hyderabad, Chennai and in Palakkad. For one year these chain prayers continued and the revelations which were given in these centres were sent to AOJ Sisters every month. In Chennai alone it was continuing even after one year.

The National Worship Centre was opened on 13.04.2025.

AOJ developed a worship culture and learned worshipping the Lord for 2 hours after opening the Worship Centre. This led to the opening of the 24 hours Worship online & offline.

In the year 2019 when AOJ introduced the Shadow systems, one of the conditions was that all the SMPs should select 30 prayer warriors and pray daily for their Constituency. This put the foundation for AOJ.

It was decided that in each State all the 30 days of the month should be divided among the Constituencies and a fixed date and day should be given for each Constituency. In that Constituency, 30 people should come forward for this. They will take a convenient time out of the 24 hours of the day for their worship.

SIN –VIOLATION OF NEW TESTAMENT COMMANDMENTS

Violating New Testament Commandments
1.Preaching the Gospel and making disciples:

Mat 28:19, 20  Therefore, as you go, disciple people in all nations, baptizing them in the name of the Father, and the Son, and the Holy Spirit,  teaching them to obey everything that I've commanded you. And remember, I am with you each and every day until the end of the age."

2.Never cause scandal to others

Mat 18:6-7, Mat 13:41, LK 17:1,2

3.Do everything in faith:  

Rom 14:23  Anything that is not done in faith is sin.

4.Wounding weak brother’s conscience

1 Cor 8:12  When you sin against your brothers in this way and wound their weak consciences, you are sinning against the Messiah.

5.Showing partiality:

Jas 2:9  But if you show partiality, you are committing sin and will be convicted by the Law as violators.

6.Disobedience :

1Jn 3:4   In fact, sin is disobedience.

7.Every kind of wrongdoing

1Jn 5:17  Every kind of wrongdoing is sin, yet there are sins that do not lead to death.

Jesus gave a definition to sin – with sin one cannot enter heaven or eternal life.

Mat_5:20  because I tell you, unless your righteousness greatly exceeds that of the scribes and Pharisees, you will never enter the kingdom from heaven!“
Rev_21:27  Nothing unclean, or anyone who does anything detestable, and no one who tells lies will ever enter it (Eternal life). Only those whose names are written in the lamb's Book of Life will enter it.

BE FORMED AND FORM (BFF)

Be Formed And Form (BFF) Batch 854 was conducted in English at BFF Centre, Palavakkam, Chennai, Tamil Nadu from 19th to 26th December 2025. 8 believers from Hyderabad, Bangalore & Chennai participated.

Testimonies

Though I have been a Christian for the past 23 years, I have many unsolved issues. Though the Lord was talking to me in dreams and visions, I did not know how to proceed. I went through periods of dryness and also periods of intense prayer. I wanted direction as I was also very unsatisfied with any church. I didn’t want any mentors; I wanted to go to a place and be isolated in God’s presence. Ruby Hannah told me about this class, and I believed it was an answer to my prayers, and I agreed without hesitation. I learnt the correct way of prayer, decree writing and appealing in the heavenly court, binding and unbinding prayer, meditating on the word of God using imagination with the help of the Holy Spirit. My calling was confirmed. I also learnt about the Troop church and the shadow parli. There were clarity and a conviction about how I need to be ready for His call. I am comforted as well as assured of God’s answers to my prayers. The most memorable parts are the heavenly court and the counselling session. I would practice all that I have learned, especially intercessory prayer, Decree writing and the Heavenly court. I will share my experience with others so that they can come to BFF. If I get the notes of all sessions, it will help me learn more. Contents are well packed. I would take all the notes. Some of the books will cover sessions already taken, for the others, I will receive the notes.

For the first time, I prophesied about INDIA

“Indian church shall unite,raise up disciples,scattered into the whole world and shall preach good news to the peoplewho have never heard of itand take good news to people where it never reached”.

I always wanted to serve God. My desire was fueled here. I am going to take the opportunity to start a troop church, attend OTP and flow with Gods will.

I am staying in my brother’s house and asked him to take care of my age-old mother, and in the Persecution Relief Ministry. As I am under the umbrella of my brother and mother, I was asked by them not to take up any post, and I am in translation only. My family is scattered. All have backslidden, my husband, two sons and daughter-in-law. I am alone, fighting with the help of the Holy Spirit. I felt, and my mom said, that this was the last attempt to attend my family unity, and efforts were taken for my mom in my absence for 7 days. I felt Heaven on Earth. I was examined/scanned here daily with Bible verses and the teaching of all excellent Mentors. Learnt a lot. My husband went to the power ministry when Dhinakaran uncle conducted a 10-day program at Karunya in 2002. 9 days I did not get any sign or fill up, but on the10th day I got a red colour Digital slide before me that’s Isaiah 61. I am basically CSI, so I was wondering whether we have Isaiah 61 or fewer chapters only. I told God the Lord to show me Isaiah 61 verse in these 7 days. But on the 6th day, even in the night, too, I asked God and slept. 12:55 at night, on the last day, he showed me the verses. I heard Luke 4:18, but I asked for Isaiah 61. The next day in class, the Holy Spirit gave me Isaiah 61. I was the one who read with joy in my heart. In Sister. Leema Rose's class, too, I experienced a great intimate relationship with God. Mother Leema Rose gave a heading “God's love” and asked us to meditate on that. I was crying only on reading and correcting myself for anointing. All glory to God. Sr. Angelica gave me a wonderful verse by the Holy Spirit. 2chronicles 1. After this, I would like to start a troop church to preach the Gospel and what I have learnt I will share with everyone around.

I am from Chittoor, Andhra Pradesh. In 2025, from January to December, were the years I did pray in truth. My heart was burdened. I was looking for a peaceful place to pray. Then it came to my mind that I will call Sr. Angelica, and I will spend time with her today, then I will come back. Sr.Angelica told me to come to BFF, and it starts in 7 days. Then I agreed and came. The route was cleared. About these 7 days, I feel very happy. Because I had so many confusions in my life. I was released of that and am free now. On the 7th day, we spent time with God every second. We were praising, we learned about the truth. In all the classes, God's leading was miraculous, and we heard the voice of Jesus, and we saw visions. We learnt about prophecy, it was amazing. All the teachers who taught me were in the presence of the Holy Spirit. In this period, I was delivered from strongholds. Because I had a question about

Whether I am chosen or not?
What is my destination in the world?
I don’t have any visions?

Like this, I had so many questions. In 2014, someone prophesized me. I prayed, and God spoke to me, and I am calling you. I was not mature in my spiritual life. So, I need the guidance of who is a spiritual pastor or who is a preacher? I searched here and there. I went to a centre and was eagerly waiting to know if God was choosing me or not. I was weeping, crying, humbling myself. I was waiting at the center and a woman came and prayed; she was prophesying and said God's calling. For 10 years, I was waiting, and there was no right. Now I was transformed as Soldier Sheela. God chose me, and we are called to build the kingdom of heaven on earth. God spoke with me during sis Angelica's class all the confusions were cleared. From Jeremiah 1:5, God’s calling was confirmed. I was told to read Jeremiah 2:11-12, after that my mind was at peace and in joy. Zephaniah 3: 14-17. I enjoyed. Now I am a soldier, SMP OF CHITOOR. Heavenly court God (prophecised) me, Act 26: 16-18. I will obey this and Jeremiah 51: 20-21. According to God's word. I will submit to Christ; however, God leads me, and guide and obey God's commandments. I am going to start a tuition centre in Bangalore, and I will start a troop church. A big place where we can bring many souls to learn about the word of God.

I am from Bangalore. When I came to BFF, I was so disturbed about my hurt, rejected, and felt like in spiritual wilderness, had struggles to read the word or pray. I was crying to God in November 2025. Lord, I don’t want to enter the same way into 2026. Financial struggles are bound, being used by people left, right and centre. (Why am I like this in life, and I don’t want to be like this in 2026). I was crying my heartfelt to cry and tears used to flow and flow. When one of my friends who attended BFF in the 850 batch, sis. Hannah, said, all the questions are answered and its eye opening and training. I had no interest in coming. Finally, I decided to attend; if I miss, then there is no way to enter 2026 with the Lord. I prayed to God. I had struggles in my finances, too, mentally, spiritually and financially. Then I remembered sister Shanthala who shared BFF details. She was very happy; I am also seeking the Lord and want to be away for Christmas. I wanted to be away from all celebrations, from family and friends, mobile and the world. Something was pulling me, but Hannah's sister was checking me. She was so burdened that I attended. Finally, I decided to go, but didn’t have the money to pay for ticket. Shanthala sister arranged a ticket, and I was grateful to the Lord. Then the next challenge was how to convince my brother's family. Had the courage but didn't tell it to my family then I got a dream. I was in a building and there were about 5 to 6 pathways with green glands both sides and stone in the pathway I am there when I put my first step suddenly there was water (full pathway was with crystal clear water) I walked along the pathway. The water was just moving. Some beautiful feeling. The water was so light and river of joy was in me. Then I knew it was a good dream. Slowly I cultivated courage and told my family and at once they agreed. We reached the location on Friday at 10:50 p.m. and there after things changed. Initial 5 days was a beautiful experience we were taught about many things the information provided was too good I never had so much information about church, age of grace, and human government. Indeed, I learnt a lot. I was amazed about the topics and the details the way it was organised the time schedule the humble teachers and coordinators. I was convinced about institutional churches exploiting the believers. Experienced the joy in the periods of God almighty especially the heavenly court was out of the world experience. During personal meditation I was asking God what is in store for me in this AOJ BFF I heard the voice. I will live from your place. That was shocked feeling for me emotions bubbling as well as fear stuck what next. This was an answer to my prayer coming to this training. On the whole the experience of the fourth day is unexplainable so many things happened within the spirit all the questions I had for life was answered. The heaviness left me. The hurts were just wiped off. Feeling so light and happy and joyful Praise God! I committed myself to start troop church and share it to my neighbourhood. It should be great if these classes are started in Bangalore.

 I am grateful to come here and now I am totally a new creation. I came looking forward to hear God's voice and about the Bible. I have no idea it would be so heart touching and intense. I really love it to be there. It was a wonderful experience. All Glory to Jesus Christ the Lord. I learnt a lot of things I don't know most of the things from the start. Even it's small or big we need to start an end with a prayer. All the teachers did amazingly. Every one’s testimony was wonderful and it was an example that I saw how God could use anyone to teach the word of God. I knew the truth I was not living according to it. After coming here, I learned how to live. Received gifts from God. He helped me to forgive my enemies. God spoke to me in different ways. I started thinking before whatever I want to do. I learnt about the discipleship the way Jesus did. Received things more valuable than gold or silver in these 5 days. The most memorable incident that happened during classes were God spoke to me for the first time. When I was washing the clothes they started guiding me what path that I want to go. Everything was touching God loves you all and his enjoying for the work that you people are doing. Whatever I learn I would put it into practice and I want to remember the mission given in Mathew 28:19,20.

Retreat was conducted in Maharashtra.Everyone was filled with the presence of God.

TROOP CHURCH TESTIMONIES

  • Sister Usha was not able to join TC and gift schools as her mobile was not working properly. She prayed to God. Her son gifted her a new mobile and now she is joining all meetings daily. She gives all glory to God.
  • All the soldiers were praying for new soldiers to join AOJ. God heard our prayers. We received 13-14 new soldiers. Haryana soldiers are grateful to God.
  • Usha was having high BP and sugar. She had asked for prayers in the troop church. God healed her completely.
  • Sunita was having severe headache for the last few months. We were continuously praying for her. God heard our prayers. She felt much better after the prayers.
  • Radha’s son got a good job abroad for which all the soldiers were praying. She also shifted to her new house and also received the money that she had lent. She felt grateful to God for what he has done.

NAZARETH SCHOOL OF FAMILY BUILDING TESTIMONIES

The prayer meeting held on Wednesday is a great blessing to us. I had many questions in my mind. It was about the verse, "A father and husband shall leave his father and mother and be united to his wife." So, in the last days, shouldn't we even see our mother? All these questions were running through my mind. Because I have two sons who are of marriageable age. This has been bothering me for a long time. But the brother explained everything correctly and spoke very well. Truly, whatever we think in our hearts, the Lord speaks about it. And that verse that was shared is true. Man looks at the outward appearance, but the Lord looks at the heart. He helped me to speak with the brother, hearing the depths and secrets of my heart. Thanks be to the holy name of the Lord. Praise the Lord! What was beneficial to me in yesterday's prayer meeting, and what the Lord spoke to me about, was that we must be obedient. So, we must be obedient to the Lord and His word. So, we must keep His word. So, just as Christ was obedient, we too must be obedient in all things; that's what I learned. If we are like that, we will be safe with the Lord. The class I attended yesterday in the Family Building class was very beneficial to me. Especially, the concept of equating a husband with Christ, and how we should be obedient to Christ and submissive to Him in all things, and similarly, how we should be submissive to our husbands – that concept and the methods explained were very useful. Similarly, the guidelines on how a wife should be submissive to her husband—not as a slave, but with obedience in the Lord—those methods were very beneficial. It was also emphasized that only when we are like this will the Lord bless our family. That too was very helpful.-Sol.Delphine

Be Formed and Form is a 7 day short-term course. VENEZUELA AFTER MADURO: TRANSACTION OR TRANSITION?

After months of sabre-rattling featuring the deployment of a massive armada in the seas off Venezuela for a “counter-narcotics” operation, the U.S. military hit targets in Caracas, including the main military base, in the early hours of 3 January. The mission achieved its goal – capturing President Nicolás Maduro and his wife Cilia Flores – swiftly and without U.S. fatalities (around 8o Venezuelan and Cuban nationals were killed, while at least seven U.S. servicemen were wounded). Once in custody, the couple were whisked to a New York court two days later to face charges, including drug trafficking. President Donald Trump and other senior U.S. officials have subsequently stressed that they expect the Venezuelan government, now led by Maduro’s vice president, Delcy Rodríguez, to comply with Washington’s demands on issues ranging from privileged access to the country’s oil reserves to crackdowns on drug trafficking and the presence of forces hostile to the U.S., such as Iranian and Cuban agents and representatives of Hizbollah. Trump has suggested that Washington may directly oversee the country’s management for years to come.

Leaving aside the audacity of the raid and the scale of its international reverberations (to be explored in another Crisis Group publication), the operation has deferred prospects for a political transition in Venezuela to an unknown future date. Washington reportedly feared that the hostility toward her among senior military officers meant she could not guarantee stability and internal security.

After months of sabre-rattling featuring the deployment of a massive armada in the seas off Venezuela for a “counter-narcotics” operation, the U.S. military hit targets in Caracas, including the main military base, in the early hours of 3 January. The mission achieved its goal – capturing President Nicolás Maduro and his wife Cilia Flores – swiftly and without U.S. fatalities (around 8o Venezuelan and Cuban nationals were killed, while at least seven U.S. servicemen were wounded). Once in custody, the couple were whisked to a New York court two days later to face charges, including drug trafficking. President Donald Trump and other senior U.S. officials have subsequently stressed that they expect the Venezuelan government, now led by Maduro’s vice president, Delcy Rodríguez, to comply with Washington’s demands on issues ranging from privileged access to the country’s oil reserves to crackdowns on drug trafficking and the presence of forces hostile to the U.S., such as Iranian and Cuban agents and representatives of Hizbollah. Trump has suggested that Washington may directly oversee the country’s management for years to come.

Leaving aside the audacity of the raid and the scale of its international reverberations (to be explored in another Crisis Group publication), the operation has deferred prospects for a political transition in Venezuela to an unknown future date. It turned out that the U.S. was working its way toward a bigger prize – Maduro, whom Washington described as heading a “narco-terrorist cartel” rather than a legitimate government, and accused of sending waves of violent criminals to destabilise the U.S. When asked to justify military intervention in a sovereign state, in what UN Secretary-General António Guterres called a “dangerous precedent” that violated international law, U.S. officials said they simply carried out a “law enforcement” operation to apprehend indicted felons. But in view of the conflicting versions emanating from Washington, many analysts and politicians, even within the Republican Party, concluded that the true motivation must lie elsewhere. Some have suggested that a desire to control Venezuelan oil reserves, the largest in the world, was the decisive factor.

The motivations behind the administration’s decision to launch the offensive on Venezuela appear to be more complex. Some officials have been seeking regime change for primarily ideological reasons; others have supposedly been focused on battling drug cartels or curbing migration, while yet others have been seeking to deal a blow to Chinese ambitions in Latin America or simply to reassert U.S. hegemony in the Western Hemisphere. Those latter views were represented in the administration’s National Security Strategy, released in November 2025, which was accompanied by what it called a “Trump corollary” to the Monroe Doctrine. Shifting public rationales for U.S. policy were likely also a reflection of efforts inside the White House to sell the idea of military intervention to Trump. The president finally seized upon the brazen idea of “taking the oil”, even claiming that Venezuela stole the reserves under its soil and saying the U.S. will insist on their return. (Notably, in his first term, Trump was also convinced to leave U.S. forces stationed in eastern Syria to “keep the oil”.)

On 16 December 2025, ten days after U.S. forces seized a tanker carrying Venezuelan oil, Trump announced what he termed a “total and complete blockade” to stop sanctioned oil leaving the country (legal experts noted he used the term “blockade” inaccurately). “We had a lot of oil there”, he claimed. “As you know they threw our companies out, and we want it back”. White House deputy chief of staff Stephen Miller went even further, in a post on X: “American sweat, ingenuity and toil created the oil industry in Venezuela”, he wrote. “Its tyrannical expropriation was the largest recorded theft of American wealth and property.”

These remarks were selective in their use of history. The original 1976 nationalisation of Venezuela’s oil industry, which included compensation for U.S. corporations, aroused little controversy at the time and resembled similar efforts in other oil-producing countries. U.S. oil giants ExxonMobil and ConocoPhillips did later take Venezuela to arbitration following President Hugo Chávez’s 2007 expropriation of their assets, but sanctions have prevented Caracas from completing payment of the compensation they were awarded. Regardless, President Trump now says oil will be at the heart of what he sees as a recovery plan for Venezuela, supervised by Washington. On 6 January, Trump declared that the “interim authorities” in Venezuela would be turning over to him 30-50 million barrels of oil, the profits from which he would personally manage, “to ensure it is used to benefit the people of Venezuela and the United States”.

Oil industry experts are sceptical. Venezuela used to produce 3.5 million barrels a day (b/d), but corruption, bad management and sanctions have reduced that amount to well under a million. One specialist says increasing the total by up to another million barrels would require an investment of around $10 billion over two to three years. To return to the 2.5 million b/d level of 2020 would cost $80-90 billion and take six or seven years. Major oil companies are likely to be wary of putting sums that large into an unstable country in which the infrastructure is severely deteriorated, key institutions are all under political control and there is no rule of law.

There is plenty of appetite for Venezuela’s heavy crude on the U.S. Gulf coast, whose refineries were set up specifically to process it. But a true recovery of the industry on which the country has depended for its prosperity for the past century is unlikely to occur without a full-scale political settlement leading to the lifting of sanctions, institutional reform and a government of recognised legitimacy.

“We’ll Do Whatever You Need”

If he has been explicit about wanting Venezuela to hand over the oil, Trump has been equally uncompromising in claiming that Washington now runs the country. “She said, ‘We’ll do whatever you need’”, he claimed, referring to Venezuela’s new leader, Rodríguez, adding that she really had no choice. “If she doesn’t do what’s right, she is going to pay a very big price, probably bigger than Maduro”. Trump has also threatened to unleash a second military assault on the country, bigger than the first, if he does not get his way. “We’re in charge” was his pithy conclusion. The U.S. also has the means of fine-tuning the pressure, as Rubio made clear, by deciding whether to seize sanctioned oil tankers. “We have leverage”, Rubio said. “We can pick and choose which ones to go after”.

Despite these claims to supreme power, it is hard to recall a previous occasion in Latin American or indeed world history when one country has sought to manage the affairs of another without any physical presence in the territory concerned. Not only does the U.S. have no military personnel on the ground in Venezuela, but it has also had no embassy in Caracas since 2019. Trump’s claim to be running the country appears to rest exclusively on the assumption that its government will take instructions out of fear of the consequences. That assumption raises two important questions: what exactly will Venezuela’s authorities be required to do in order to avoid the dire consequences of which Trump has spoken? Equally if not more important, how realistic is it to believe that Rodríguez’s government is willing and able to obey commands from Washington?

Trump has been adamant that opening the Venezuelan oil industry to U.S. interests is top of the list of demands. That also means reducing or eliminating the involvement of extra-hemispheric powers such as China and Russia in the industry and cutting off supplies to Venezuela’s key ally in the region, Cuba. Secretary Rubio has said improving the lot of Venezuelans is important, but “the number one objective is America”.

Publicly, the new president in Caracas has been ambiguous, offering defiance and moderation in almost equal measure. In a nationwide broadcast on 3 January she called the U.S. intervention “barbaric” and declared that Venezuelans were “a people that will not surrender, will not give up and will never be a colony of anyone, of empires old or new or in decline”. But on 4 January she issued a statement in which she said the U.S. and Venezuela could “work together on an agenda of cooperation aimed at shared development, within the framework of international law and to strengthen lasting coexistence”. “To those who threaten me”, she said on 6 January , “my response is that only God will decide my fate”.

The reality is that Rodríguez, who has a reputation as a pragmatist, may be disposed to go along with a substantial part of the U.S. economic agenda if it means at least a partial lifting of sanctions and major inward investments for a country whose economy is once again slipping out of control. With oil exports and production collapsing under the U.S. quarantine regime, financial strangulation looms. For some time, there have been rumblings within chavismo about modifying the legal framework that governs foreign oil operations in order to encourage inward investment. Rodríguez herself presided over a partial liberalisation of the economy, though not the political system, in response to the severe sanctions imposed by Washington during Trump’s first term.

That said, the forced departure of Maduro, whose ability to maintain consensus among rival government factions had been crucial to chavismo’s ability to remain in power, raises doubts about the new leadership’s stability. Critically, Rodríguez and her brother Jorge, who chairs the National Assembly, are civilians with little or no direct influence over state forces. They must negotiate the government’s future direction with two figures, Defence Minister Vladimir Padrino López and Interior Minister Diosdado Cabello, who, between them, control the armed forces, the police and the bulk of the intelligence services. This duo can also call upon a number of non-state armed groups for aid, including the so-called colectivos and the National Liberation Army (ELN) guerrillas from neighbouring Colombia. There is reason to believe that the survival instinct that has served the top leadership so well will continue to discourage open splits. But if Trump pushes too hard, overestimating his leverage or the Venezuelan government’s willingness or ability to satisfy his demands, the outcome could be violent.

With Washington seemingly in the driver’s seat, the threat of violent chaos, whether explicit or not, is in fact one of the few elements of leverage the Rodríguez government has available to it. Ever since the days of Chávez, who was president from 1999 to 2013 and founded the movement that bears his name, chavistas have threatened that mayhem would ensue if they were removed from power. Their defence doctrine relies heavily on concepts of asymmetrical warfare and the arming of the populace against a more powerful invader. In response to the threat of U.S. military intervention, they have explicitly spoken of launching a guerrilla war. On 11 September 2025, Interior Minister Cabello said the time had come for “revolutionary war”, invoking the example of Vietnam. “If they mess with Venezuela”, he said, “that war won’t last two days or three, or four or five. It will be 100 years of war, but we will defeat them”.

How many Venezuelans, civilians, police or soldiers, would sign up for such a war is an open question. But in a country awash with guns and armed groups, it would not take many committed militants to mount an effective destabilisation campaign against an incoming government if the U.S. were to opt for full-scale regime change. That fear is precisely why Washington opted to work with Rodríguez instead of attempting to instal Machado and Edmundo González in office. Even so, the preservation of chavismo in power, backed by the U.S. but without any real electoral mandate or popular support, also poses a continuing threat of factional ruptures, public unrest and the emergence of new violent challenges to the status quo.

The Road Ahead

As Crisis Group has repeatedly insisted, there can be no resolution of Venezuela’s deep-rooted, long-running conflict without comprehensive negotiations leading to a sustainable, gradual political transition. The government in Caracas, first under Chávez and then, after his death, with Maduro at the helm, has never demonstrated willingness to engage in such negotiations in good faith. It is now faced with an existential dilemma: whether to bow to the demands of a much more powerful enemy or risk a sudden, violent end. But instead of employing its considerable leverage in pursuit of a negotiated, peaceful transition, the Trump administration appears largely focused on forcing the Venezuelan government to accept what amounts to neo-colonial tutelage and pillage of its oil riches.

The decision by the opposition leadership under Machado to surrender control of their strategy to the Trump administration on the grounds that only foreign military pressure would dislodge the Maduro government may prove to have been a mistake. They overestimated, and overstated, their own capacity to manage a transition triggered by regime change, assuming that either the bulk of the military would fall into line or U.S. forces would guarantee their security. They also paid a political price for operating in lockstep with a government that was not only attacking Venezuelans on the high seas for allegedly trafficking drugs but also seeking to expel hundreds of thousands from the U.S. and even deporting hundreds to a prison in El Salvador.

Washington eventually came to the conclusion that if it wanted a stable and compliant partner in Caracas, Rodríguez would be a more reliable bet than Machado. That has left the opposition leadership with the worst of both worlds: many of its key players are either in exile, in jail or in hiding, while the government in Caracas continues to exert control through repression. A deep rift has also emerged in the opposition itself, between a leadership in pursuit of regime change at the hands of a foreign power and those who continued to argue for negotiations and electoral participation, despite Maduro’s decision to shrug off the 2024 presidential election result.

Divided and seemingly powerless, the opposition nonetheless represents the desire for fundamental change expressed by the overwhelming majority of Venezuelans in that election. It is incumbent upon opposition leaders to overcome their differences and forge a consensus around a set of minimum demands not only for the Rodríguez government but also for Washington. These should include an amnesty for political prisoners, estimated before the 8 January releases to number over 800, and an end to the repression, but also a clear commitment, including a timeline, to negotiations leading to a domestic political settlement. Concerned foreign governments and multilateral bodies should press for these measures and be ready to participate as facilitators and/or guarantors.

The crisis has laid bare as never before the parlous state of regional bodies, which are divided and seemingly impotent in the face of U.S. aggression.

Venezuela’s regional neighbours have a particular responsibility to contribute to a resolution of the conflict, not least because of the precedent Washington has set for asserting hegemony through armed force in its “backyard”. Political trends in the region, which has been moving steadily rightward, have left each government to deal bilaterally with a volatile and expansionist administration that makes no secret of its ambitions. That said, those governments that have more affinity with Trump, and whose leaders have long decried chavismo, might be best positioned to press for a genuine political transition over a mere transactional arrangement.

The U.S. military operation to capture Maduro and Flores and the decision to leave the remainder of the government in place have avoided, for now, the immediate threat of a collapse of the existing order leading to violent chaos. But if Washington continues attempting to dictate outcomes over the heads of the Venezuelan people, without a physical presence inside the country or an acknowledgement of the complexities of the internal political conditions, and in particular the balancing act that President Rodríguez must now perform, it will soon produce the sort of instability and institutional corrosion that it was ostensibly seeking to avoid. In particular, it risks provoking factional disputes within the ruling elite, possibly provoking violence, as well as shoring up a repressive state apparatus and delaying essential reforms.

The restoration of institutional rule in Venezuela and the establishment of a government genuinely representative of the popular will is not something that can be achieved overnight. But it cannot simply be treated as a vague aspiration, to be addressed at some undetermined future date. It is in Washington’s interest, not just those of Venezuelans, to resolve this issue promptly instead of merely extracting the country’s natural wealth.
